Syria's 1979 Terror Label Just Ended — But Does That Mean What You Think? What the label actually means "State sponsor of terrorism" isn't a UN category or a universal legal standard. It's mainly a U.S. designation, created under the Export Administration Act and now applied through the Arms Export Control Act and related statutes. The Secretary of State places a government on the list when it's judged to have repeatedly supported acts of international terrorism. Listed countries face a ban on U.S. arms sales, tight foreign aid restrictions, export controls on dual-use goods, and financial penalties, plus loss of sovereign immunity in U.S. courts for terrorism lawsuits. Canada keeps a similar, separate list under its own State Immunity Act. The EU has no legal mechanism to label a state a "sponsor of terrorism," only individuals and groups. The UK has no formal state-level list either, though it sanctions states through other channels. Syria's current status As of August 24, 2026, Syria is not on the U.S. list. Secretary of State Marco Rubio formally rescinded the designation that day, ending a status Syria had held since December 29, 1979. The rescission followed a mandatory 45-day congressional notice period that began when President Trump informed Congress of his intent on July 8, 2026. The State Department also delisted Hay'at Tahrir al-Sham (HTS), the group President Ahmed al-Sharaa once led, as a Specially Designated Global Terrorist organization. Canada made a parallel move in December 2025, removing Syria from its own List of Foreign State Supporters of Terrorism. So the claim holds for both countries that maintain this specific legal category. Cuba, Iran, and North Korea are now the only remaining U.S.-listed state sponsors of terrorism. What's been achieved so far The shift followed about 18 months of incremental steps after Bashar al-Assad fled to Russia in December 2024 and al-Sharaa's transitional government took power. Washington lifted comprehensive sanctions and ended the Syria national emergency by executive order in June 2025, revoked HTS's Foreign Terrorist Organization status that July, eased export controls in September, and welcomed Syria into the Global Coalition to Defeat ISIS that November, when Trump also hosted al-Sharaa at the White House. The UN Security Council separately removed al-Sharaa from its own sanctions list around the same time. Congress rolled back the Caesar Act's sanctions framework in December 2025. Rubio cited Syrian government operations disrupting ISIS, al-Qaida, Hezbollah, and Iran-aligned networks, plus formal assurances from al-Sharaa, as grounds for the final rescission. What's still disputed Human rights researchers paint a more complicated picture. Human Rights Watch, the U.S. Commission on International Religious Freedom, and members of Congress have documented sectarian violence against Alawite and Druze communities, including mass killings in March and July 2025 and continued attacks into 2026. Syria's transitional constitution concentrates significant power in the presidency, and the October 2025 elections drew criticism for limited representation of women, Christians, and some Kurdish and Druze areas. Washington still maintains targeted sanctions on Assad-era officials and rights abusers even after lifting the SST designation. In short, removing the "state sponsor" label is a specific, verifiable legal fact. Whether Syria's government has fully earned lasting international trust on governance and minority protection remains an open and actively debated question.   Sources U.S. Department of State — "Rescission of Syria's Designation as a State Sponsor of Terrorism" — https://www.state.gov/releases/office-of-the-spokesperson/2026/08/rescission-of-syrias-designation-as-a-state-sponsor-of-terrorism/ U.S. Department of State — "Initiating Rescission Process of Syria's Designation as a State Sponsor of Terrorism" — https://www.state.gov/releases/office-of-the-spokesperson/2026/07/initiating-rescission-process-of-syrias-designation-as-a-state-sponsor-of-terrorism/ Canada Gazette, Part 2 — "Order Amending the Order Establishing a List of Foreign State Supporters of Terrorism" — https://gazette.gc.ca/rp-pr/p2/2025/2025-12-17/html/sor-dors251-eng.html Related YouTube Videos Al Jazeera English — "US-Syria realigned | This is America" — https://www.youtube.com/watch?v=YV6QvaPsHdY FRANCE 24 English — "REPLAY: Trump meets with Syria's al-Sharaa" — https://www.youtube.com/watch?v=hamtON_KZSU
