If you created a personal Google Play developer account recently, you can't just publish your app — Google requires you to run a closed test with at least 12 testers for 14 continuous days before you can apply for production access. Here's exactly what that rule means and how to satisfy it. What the rule actually says Google Play requires personal developer accounts created after 13 November 2023 to complete a closed test before they're allowed to publish to production.
