Trump's Data Center Crusade: A Boon for Corporations, a Burden for Locals A National Push to Build Faster Since taking office in January 2025, President Trump has made data centers a centerpiece of his AI strategy. On July 23, 2025, he signed Executive Order 14318, "Accelerating Federal Permitting of Data Center Infrastructure," alongside a 90-point blueprint titled "Winning the Race: America's AI Action Plan." The order directs agencies to speed up environmental reviews, opens federal land, including Superfund and Brownfield sites, for development, and creates fast-track permitting under the FAST-41 framework for "Qualifying Projects," those with at least $500 million in capital or 100 megawatts of new electric load. In December, a further order sought to preempt state AI laws the administration views as burdensome. This August, facing criticism over rising electricity costs, Trump expanded a "Ratepayer Protection Pledge" while telling critics on social media that communities opposing data centers risk staying "backwards and poor." What Corporations Stand to Gain For tech and energy companies, the policy shift clears away years of regulatory friction. Projects can now qualify for expedited federal reviews, along with loans, loan guarantees, grants and offtake agreements coordinated through the Commerce Department. The Department of Energy has already picked federal sites, including Oak Ridge, Idaho National Laboratory, the Paducah Gaseous Diffusion Plant and the Savannah River Site, for public-private data center and power projects. States sweeten the deal further. Virginia's data center tax exemption alone is worth an estimated $1.6 billion a year, which officials credit with helping draw more than $80 billion in investment and thousands of jobs to the state. What Communities Are Asked to Absorb The tradeoffs land closer to home. Large data centers can need millions of gallons of water a day for cooling, plus enough electricity to rival a mid-sized city. Consumer Reports found that regions with heavy data center clusters have seen electricity prices climb sharply, and a January 2026 survey found nearly three in four Virginia voters blame the facilities for rising utility bills. In Newton County, Georgia, water costs are projected to rise 33 percent between 2025 and 2027, compared with a typical 2 percent annual increase. Residents in Fredericksburg, Virginia, and Memphis, Tennessee, have also raised concerns about noise, gas turbines, and secrecy surrounding local water and power agreements. A Growing, Bipartisan Backlash The pushback has become one of the more unusual bipartisan fights in American politics. Data Center Watch estimates local opposition delayed or blocked tens of billions of dollars in projects through 2025, and hundreds of cities and counties have since passed bans or moratoriums. Governors from both parties, including Pennsylvania's Josh Shapiro, have begun tying permits and tax breaks to stricter standards, and the issue is shaping several 2026 governor's races. Public opinion has shifted fast too: Emerson College polling found opposition to nearby data centers jumped from 42 percent in December 2025 to 63 percent by July 2026. The Balance Ahead The administration and industry frame the buildout as an economic and national security necessity, pointing to jobs, tax revenue and the race against China's AI ambitions. Critics counter that the costs, higher utility bills, strained water supplies and reduced local control, fall disproportionately on the communities hosting the infrastructure rather than the companies profiting from it. Both sides point to real, documented trends.
