Analysts increasingly describe this as a race measured in chip export controls, compute stockpiles, and dominance over software ecosystems, with major strategic and economic stakes attached to whichever side leads. Washington's Push to Slow Down, Without Standing Down In mid-September 2026, Anthropic CEO Dario Amodei published an essay urging AI firms to deliberately slow the pace of frontier capability gains, warning that unchecked progress risks outrunning humanity's ability to understand or govern it. OpenAI's Sam Altman and xAI backer Elon Musk both publicly endorsed the idea, though none called for halting development outright. Notably, Amodei's proposal also pushed for tighter U.S. chip export controls on China and a crackdown on "distillation," the practice of training rival models on American systems' outputs. President Trump dismissed the safety warnings, framing AI leadership as a contest the U.S. must win outright. Beijing Rejects the Framing China's government pushed back firmly. A Foreign Ministry spokesperson said AI development "bears on the common well-being of all humanity" and called for open, inclusive cooperation rather than externally imposed limits. State-backed Global Times went further, calling the slowdown push a "Cold War playbook" aimed at China, while China's state security minister separately called AI the main battleground of global technological competition and urged faster domestic risk-control systems. Notably, neither statement suggested Chinese firms intend to moderate their own pace of development. Chips Remain the Contest's Core Battleground Washington and its allies have progressively tightened export controls on advanced chips since 2022 to preserve U.S. leadership in AI and supercomputing. China has responded with an aggressive push to build domestic chip capability and cut reliance on foreign suppliers. Research from CSIS suggests these controls have real but limited effect: they can't substitute for comprehensive industrial policy, and may even be pushing China's heavily subsidized chip sector toward breakthroughs that could destabilize the current balance. Implications for Global AI Governance Even Amodei has conceded that securing Chinese cooperation is the "toughest dilemma" for any agreement to pace AI progress, given the military and economic incentives to pull ahead. With U.S. private AI investment vastly outpacing China's in 2025, according to Stanford's AI Index, and no binding international safety framework in sight, the standoff leaves global AI governance fragmented, meaning any single company's or country's safety pledges may carry little weight without matching commitments from rivals.
