Ongoing US&ndash;Iran Conflict: Analysis&nbsp;
1. Drivers of the Conflict Historical roots: Decades of mistrust followed the 1979 revolution and hostage crisis. The 2015 JCPOA nuclear deal collapsed after the US withdrew in 2018 and reimposed "maximum pressure" sanctions &mdash; a stance largely continued under Biden and Trump's second term.
Immediate triggers:
Failed 2025&ndash;26 attempts to renegotiate a nuclear deal amid Iran's expanding enrichment. Iran's deadly January 2026 crackdown on anti-government protests, which hardened US rhetoric. Feb 28, 2026: US and Israeli strikes targeted Iran's nuclear, missile, and military infrastructure; Washington cited nuclear-weapon prevention, regime pressure, and countering Iran's regional proxies. Assassination of Supreme Leader Ali Khamenei during the campaign, followed by succession (Mojtaba Khamenei) and Hezbollah's entry via strikes on Israel, opening a Lebanon front. September 2025 UN "snapback" sanctions collapsed Iran's currency and economy, compounding tensions. Iran's contested nuclear posture: the IAEA lost verification access in Feb 2026; analysts describe Iranian "nuclear hedging" rather than confirmed weaponization, while Israel's own undeclared arsenal (est. 90&ndash;400 warheads) remains a persistent asymmetry critics say undermines US nonproliferation credibility.
2. Impacts to Date Regional security: Thousands of military and civilian casualties across Iran, Israel, Gulf states, and Iraq. GCC states (UAE, Saudi Arabia, Kuwait, Bahrain) have been drawn into direct exchanges; Hezbollah&ndash;Israel fighting escalated into a separate Lebanon war.
Economy/energy: The IEA called the Strait of Hormuz disruption the "largest supply disruption in the history of the global oil market." Brent crude spiked above $100/barrel (from a pre-war IMF baseline near $62), with knock-on effects on gas, fertilizer, and shipping. The IMF cut 2026 global growth to roughly 3.0%, warning a prolonged $100/barrel scenario could push growth toward 2% &mdash; "a close call for a global recession." MENAP oil exporters face the sharpest contractions; emerging Asian economies face 30&ndash;40% higher retail fuel costs.
Diplomacy: A US-brokered Memorandum of Understanding (June 17, 2026) briefly paused hostilities, lifted the Hormuz blockade, and set a 60-day window for nuclear talks &mdash; but by July it had repeatedly broken down, with Trump declaring the ceasefire "over" while talks continue via Oman, Qatar, and Saudi mediation. The UN Secretary-General and several states condemned the initial US-Israeli strikes; the Security Council separately condemned Iran's retaliatory strikes on Gulf states.
Humanitarian: UN reporting warns the war risks pushing tens of millions into acute hunger via fertilizer and food-supply disruption; the January 2026 crackdown itself produced a significant domestic civilian death toll.
3. Future Scenarios and Multilateral Implications A. Fragile de-escalation: Diplomacy (Oman/Qatar-mediated) revives the MOU into a durable ceasefire and phased nuclear/sanctions framework &mdash; testing whether a deal outside the formal JCPOA architecture can regain IAEA verification legitimacy.
B. Prolonged low-intensity conflict: Recurring strikes around Hormuz continue disrupting shipping and energy markets, sustaining inflationary pressure and keeping global growth near the IMF's harder-case ~2.5% path.
C. Renewed major escalation: Collapse of talks, a regime-stability shock in Tehran, or a maritime incident could trigger a return to February&ndash;April 2026 intensity, with broader Gulf and Lebanon spillover. (These three scenarios are informed projections, not confirmed outcomes.)
Multilateral system implications:
Nonproliferation regime: Loss of IAEA verification access is a serious blow to the NPT framework; any settlement's credibility hinges on restoring inspections. Israel's undeclared arsenal continues to complicate Middle East WMD-free-zone diplomacy.
UN system: Security Council paralysis &mdash; competing condemnations, no unified resolution on the war's origin &mdash; reflects continuing P5 divisions; the snapback mechanism showed JCPOA-era UN tools still have force, though post-conflict legitimacy remains contested.
Sanctions regimes: Reimposed UN and US sanctions have driven Iran's economic collapse, but enforcement fault lines persist &mdash; China remains Iran's primary oil buyer, testing sanctions cohesion. Great-power alignment: China and Russia have largely abstained from binding UN action, with reports of indirect support to Iran, while Gulf states balance US security ties against fear of entrapment in future confrontations &mdash; a dynamic likely to shape post-war regional security architecture.
International law: Legal scholars have questioned the strikes' compliance with UN Charter Article 2(4) self-defense standards, a debate likely to influence future precedent on preventive strikes against nuclear programs.

USA&ndash;Iran 2.0: Inside the New Escalation and the Long Road to Hormuz Peace What "2.0" Means
On February 28, 2026, the US and Israel launched major strikes on Iran, killing Supreme Leader Ali Khamenei and reigniting conflict rooted in the 2025 collapse of nuclear talks. Iran retaliated by mining and closing the Strait of Hormuz, attacking tankers, and striking regional targets. An April 7&ndash;8 ceasefire held loosely; talks in Islamabad on April 11&ndash;12 failed over Hormuz and nuclear issues, and a US naval blockade/airstrike campaign followed.
On June 17, Presidents Trump and Pezeshkian signed the 14-point Islamabad Memorandum of Understanding, brokered by Pakistan with Qatari, Saudi, Turkish and Egyptian help. It called for ending strikes, reopening Hormuz toll-free for 60 days, phased sanctions relief, unfreezing roughly $12 billion in Iranian assets, and further talks on nuclear, missile and sanctions issues, with a final deal to be endorsed by the UN Security Council (<a href="presidency.ucsb.edu" target="_blank" rel="noopener">presidency.ucsb.edu</a>). Follow-up talks in B&uuml;rgenstock, Switzerland set up four working groups, but disputes over IAEA access, Iran's uranium stockpile, and Hormuz "service fees" persisted. On July 8, after Iran struck commercial ships and the US retaliated, Trump declared the MoU "over," though negotiators kept talking; Khamenei's state funeral paused diplomacy, and strikes and disputed tolls continued into mid-July.
Key drivers: Unresolved nuclear-enrichment rights, Iran's demand for compensation and control over Hormuz shipping, deep mutual distrust after leadership decapitation, competing domestic political pressures in Washington and Tehran, and the absence of enforcement mechanisms binding either side.
Why Past Understandings Failed
JCPOA (2015): The Joint Comprehensive Plan of Action capped enrichment at 3.67%, limited centrifuges and stockpiles, and lifted sanctions for IAEA verification (britannica.com/event/Joint-Comprehensive-Plan-of-Action). It held roughly three years, but the US withdrew in 2018, citing sunset clauses and unaddressed missile/proxy activity (globalsecurity.org/wmd/library/news/iran/2018/iran-180508-sputnik05). Iran then breached enrichment limits, and "maximum pressure" sanctions deepened distrust rather than producing a follow-on deal.
2025 Oman-mediated talks: Renewed indirect talks in Muscat and Rome sought a JCPOA successor but collapsed by mid-2025, contributing to strikes that year and setting the stage for the 2026 war (commonslibrary.parliament.uk/research-briefings/cbp-10637).
2026 Islamabad Talks and MoU: April talks failed outright; the June MoU only froze active combat temporarily. As a non-binding memorandum rather than a treaty, it deferred the hardest issues &mdash; enrichment rights, missiles, regional militias &mdash; to a "final Deal" that never materialized (parleypolicy.com).
Common failure patterns: US politics swing between engagement and pressure each administration; Iran's factions (elected government vs. Revolutionary Guard/Supreme Leader's office) send mixed signals; neither side accepts binding verification without permanent, reciprocal relief; regional flashpoints override bilateral progress; and weak enforcement made violations low-cost.
Scenarios for the Strait of Hormuz 1. Managed De-escalation (most likely near-term): Both sides revive the MoU's working groups via Omani/Qatari/Pakistani mediation, restoring toll-free transit and phased sanctions relief while deferring core nuclear disputes. Requires: mutual restraint, continued oil-market pressure on both economies. Obstacles: US insistence on removing Iran's uranium stockpile; Iran's demand for Hormuz "service fees," seen by shippers and the IMO as illegitimate (foxnews.com/world/strait-hormuz-toll). CBMs: UN-monitored shipping corridors, Omani escort coordination, phased asset release tied to verified de-mining.
2. Comprehensive Deal with UNSC Backing: A binding follow-on agreement covering enrichment caps, missiles, and sanctions termination, endorsed by Security Council resolution as the MoU envisions. Requires: leadership consolidation in Tehran, US willingness to accept limited enrichment. Obstacles: precedent of unilateral US withdrawal (as with the JCPOA) undermines Iranian confidence; Israeli objections to any enrichment allowance.
3. Renewed Escalation: Intermittent strikes, GPS spoofing, and disputed tolls continue without full-scale war, keeping Hormuz shipping suppressed. Drivers: mutual distrust, hardline factions gaining leverage. Risk: accidental escalation from naval incidents.
Practical CBMs across scenarios: real-time shipping-safety hotlines, third-party naval de-confliction channels, phased and reversible sanctions relief tied to verifiable steps, restored IAEA inspection access, and regional forums (Gulf Cooperation Council plus Iran) to institutionalize dialogue beyond bilateral US-Iran channels.

Days After Mecca Defence Pact, Houthi Strike Hits Saudi Refinery as Hormuz Talks Drag&nbsp;
A New Collective-Deterrence Pact On August 7, Saudi Arabia, T&uuml;rkiye and Pakistan signed the Mecca Joint Defence Agreement in the Saudi holy city, formalizing a collective-deterrence arrangement among the three Muslim-majority powers. The pact was signed by Saudi Crown Prince and Prime Minister Mohammed bin Salman, Turkish President Recep Tayyip Erdogan and Pakistani Prime Minister Shehbaz Sharif, with foreign and defense ministers present, according to a joint statement carried by the Saudi Press Agency and Pakistan's foreign ministry. The statement described the goal as strengthening collective deterrence against any act of aggression, with an armed attack on any one signatory to be treated as an attack on all three. Saudi officials, including deputy public diplomacy minister Rayed Krimly, said the agreement was not intended to establish a rival military bloc or a sectarian grouping. Erdogan said the pact rested on collective deterrence while Ankara would keep pursuing dialogue-based solutions to regional conflicts. Analysts cited by Al Jazeera cautioned that the published text sets out eleven areas of cooperation &mdash; including training, logistics and intelligence-sharing &mdash; without an explicit mutual-defense clause comparable to NATO's Article 5, leaving the pact's practical scope somewhat undefined. Iranian lawmaker Ebrahim Rezaei publicly dismissed the agreement, arguing that a written pact would not by itself guarantee Saudi security.
Houthis Claim Strike on Aramco's Jazan Refinery Two days later, on August 9, Yemen's Houthi movement said it had struck Saudi Aramco's refinery in Jazan, on Saudi Arabia's southwestern Red Sea coast, using a drone. Houthi military spokesman Yahya Saree said on social media that the strike was precise and was launched in response to alleged Saudi drone incursions into Yemen's Saada and Hajjah provinces. The Saudi Energy Ministry confirmed that a fire broke out at a facility at the refinery early Sunday, said firefighters extinguished it, reported no injuries, and did not state a cause, according to Reuters and Al Jazeera. Reuters reported there was no immediate Saudi government comment on the Houthi claim of responsibility itself, and no announcement of a retaliatory strike had emerged as of this writing. The Jazan complex, which processes roughly 400,000 barrels of crude daily, had already been damaged and partially shut down after earlier Houthi missile and drone strikes in late July that also hit the Yanbu export terminal. Separately, the Houthis said they struck the government-held port of Mokha; Yemeni officials gave differing casualty tolls &mdash; a military spokesperson cited seven dead, while a medical source told AFP at least eleven &mdash; figures that remain unconfirmed and should be treated with caution pending independent verification. Multiple outlets, including Reuters, NBC News and Al-Monitor, noted the timing: the refinery strike came just two days after the Mecca pact was signed, though it was not clear whether or how T&uuml;rkiye or Pakistan might factor into any eventual Saudi response.
Hormuz Negotiations With Iran Remain Unresolved Meanwhile, talks aimed at reopening the Strait of Hormuz &mdash; effectively closed by Iran since the United States and Israel struck Iranian targets on February 28 &mdash; continue without a final resolution. Iranian Foreign Minister Abbas Araghchi said Tehran was "very close" to a technical framework with Oman covering shipping routes through the strait, and Oman's foreign ministry described the negotiations as "positive and constructive," according to CNN and Reuters. Araghchi cautioned, however, that any Iran-Oman shipping arrangement would not by itself reopen the waterway, saying that would remain contingent on separate conditions directed at Washington, including compensation for war damage and sanctions relief. Iranian officials have also outlined a broader set of demands to the United States covering a permanent end to hostilities, withdrawal of forces from around Iran and the release of frozen assets, according to Al Jazeera and OilPrice.com reporting. The prolonged uncertainty matters for global markets: the strait normally carries roughly a fifth of world oil and liquefied natural gas trade, and its closure earlier this year helped push Brent crude above $100 a barrel in late July.
Analysis: Deterrence Tested, Markets on Edge Taken together, these developments show how quickly a newly declared deterrence pact can face a real-world test. The Jazan strike, coming so soon after the Mecca signing, raises questions &mdash; flagged by regional analysts &mdash; about whether the agreement will translate into coordinated action or remain largely symbolic, since Riyadh's public response so far has been limited to the energy ministry's statement on the fire. With the Strait of Hormuz still not fully reopened and Saudi Arabia's Red Sea alternative export route through Jazan and Yanbu now repeatedly targeted, energy markets face a rare dual-chokepoint risk that traders are watching closely. Brent crude rose about 1.2% to roughly $84.58 a barrel on the day of the Jazan strike, according to CNN market data, though prices remain below the triple-digit levels reached in late July. Whether the Mecca pact deters further attacks on Saudi Arabia, and whether the Iran-Oman framework eventually leads to a full reopening of Hormuz, will depend on developments still unfolding and should be treated as unresolved pending further confirmed reporting.

Taiwan Condemns Planned China-Indonesia Naval Exercise
Taiwan's government has strongly condemned a naval exercise announced by China's Ministry of National Defense, in which a Chinese warship and an Indonesian navy frigate are due to carry out a "navigation exercise" in waters east of Taiwan in mid-August. Taiwan's Mainland Affairs Council, the top agency handling China policy, called the drill a "military provocation" that infringes on Taiwan's sovereignty and threatens regional security. The dispute has emerged while Taiwan holds its own annual Han Kuang military exercises, which simulate the island's response to a potential Chinese attack.
Details of the Planned Exercise China's Ministry of National Defense said frigates from the two navies would carry out drills including communications exercises and maritime replenishment operations, describing the goal as strengthening joint operational capability and cooperation between the two forces. Officials identified the Chinese vessel as the Type 054A guided-missile frigate Honghe, though Beijing's announcement did not specify start or end dates, coordinates, or how close the ships would operate to Taiwan. Analysts note the activity is unusual because China rarely holds joint drills with foreign militaries in waters close to Taiwan, and this would mark the first such exercise conducted there.
Taipei's Official Response Taiwan's Mainland Affairs Council urged Beijing late Tuesday to halt the activity immediately, framing it as part of a broader pattern of what it called gray-zone pressure, including coast guard patrols and research-vessel activity inside Taiwan's exclusive economic zone. Separately, Taiwan's Ministry of Foreign Affairs said it had asked Indonesia to clarify the nature of its planned participation. Addressing lawmakers, Wu Tien-jen, assistant deputy chief of the general staff for intelligence, said the Indonesian vessel was roughly 70 to 80 nautical miles east of Taiwan and posed no direct military threat, though he said the move carried "geopolitical significance."
Reactions From Beijing and Jakarta China's Eastern Theater Command later stated that the Honghe and the Indonesian frigate KRI I Gusti Ngurah Rai-332 carried out activities including maritime communications, formation maneuvers and replenishment at sea, framing the exercise as evidence the two navies could cooperate and support regional stability. Indonesia's navy offered a different account: a spokesperson, First Admiral Tunggul, said the frigate was returning to Indonesia from a multinational exercise in Vladivostok, Russia, and was conducting a routine passing exercise &mdash; a "universal naval tradition" unrelated to combat training &mdash; without naming China or Taiwan directly. China's defense ministry did not immediately respond to Taiwan's criticism. Separately, a U.S. State Department spokesperson said Washington "urges Beijing to cease its continuous military pressure against Taiwan and instead engage in meaningful dialogue with Taiwan."
Why the Location Matters Waters east of Taiwan open onto the wider Pacific Ocean, an approach regional security analysts view as significant because it lies beyond China's more heavily monitored western and southern flanks. China began coast guard patrols in the same waters in June 2026, actions that caused concern in Taipei and in Washington and other Western capitals. Taiwan and Indonesia maintain no formal diplomatic relations, though the two sides operate representative offices in each other's territories, and Taiwan is home to a large Indonesian migrant-worker population, underscoring the close economic ties that coexist alongside the current diplomatic friction.

Russia Rejects Black Sea Ceasefire, Citing "No Grounds for Half-Measures"
Moscow dismisses the ceasefire push Russia's Foreign Ministry on August 14 rejected calls for a ceasefire covering Black Sea shipping. Spokeswoman Maria Zakharova said Russia saw no grounds for "half-measures" that would offer a respite to Ukrainian forces. She framed Ukrainian strikes as a deliberate policy aimed at destabilizing civilian shipping in the Black Sea region, escalating tensions and prolonging the conflict, with the acquiescence of regional neighbors &mdash; without addressing Russia's own strikes on shipping. Zakharova separately said Moscow saw no prerequisites for improving the situation, and therefore no grounds for measures that would only give Kyiv temporary respite. The statement came a day after Reuters reported Ukraine had quietly passed Russia a ceasefire offer through a mediator, effectively closing the door for now on that proposal.
A Black Sea under renewed strain The rejection follows a sharp escalation in strikes on merchant and naval vessels. Russian missile and drone attacks in July alone targeted 57 Ukrainian and foreign-flagged merchant ships in ports and at sea, and Ukraine announced on July 23 that maritime transport to and from its three unoccupied Black Sea ports was effectively frozen. Ukraine has pressed its own campaign against Russian naval and export infrastructure: on August 12, Ukrainian drones and missiles struck the Black Sea Fleet's base at Novorossiysk, damaging several vessels including two Admiral Grigorovich-class frigates, and the strike also hit major grain export terminals, prompting Russia's Agriculture Ministry to seek alternative routes via the Baltic, Caspian, and land corridors. Civilian shipping has been caught in between: Turkish-flagged vessels were struck off the Russian port of Novorossiysk in early August, wounding crew and killing at least one seafarer in an earlier attack near Taman. The cumulative effect has been higher freight and insurance costs and falling export volumes, echoing the disruption after Russia's 2023 exit from the UN-backed grain deal.
Ukraine's role and position Ukraine has cast its Black Sea strikes as retaliation for Russian attacks on its ports while simultaneously seeking a narrower truce. Ukraine had already put forward a moratorium proposal, which Turkey passed to Russia, though Ankara said it was still awaiting a response. Turkish Foreign Minister Hakan Fidan confirmed the moratorium proposal had been sent to both sides, and Kyiv has said it will keep the offer open even as it continues hitting Russian naval and shadow-fleet targets. At the same time, Ukrainian officials have signaled the campaign against Russia's Black Sea Fleet and Crimea-supply lines will continue as long as Russian strikes on Ukrainian ports persist, and Kyiv has pushed separately for Western and Turkish involvement in longer-term Black Sea security guarantees once a broader ceasefire is reached.
Outlook: an uncertain pause Several paths remain open. Sustained pressure from Turkey, the US and the EU could still yield a narrow moratorium on strikes against merchant shipping &mdash; an outcome both economies could plausibly benefit from given rising costs. But as one analysis noted, Turkey has put forward the initiative and Ukraine has backed it, while Russia has signaled through its Foreign Ministry that it opposes any ceasefire, leaving Moscow's cooperation the key unknown. Alternatively, both sides may keep escalating strikes on ports, warships and tankers, deepening the toll on global grain and energy markets. Key uncertainties include whether Russia links any shipping truce to sanctions relief, as it did in 2025 talks; whether Turkish mediation gains enough leverage to bring Moscow to the table; and whether continued Ukrainian strikes on Novorossiysk shift Russia's calculus. For now, Moscow's public stance leaves little room for near-term de-escalation at sea.

"Saudi Oil Flows Return to Hormuz &mdash; Iran Says Full Reopening Still Depends on Lifting U.S. Blockade"
Saudi Arabia Resumes Oil Loadings From Inside the Strait of Hormuz Saudi Aramco has restarted crude oil loadings from terminals located inside the Strait of Hormuz, ending a roughly three-week pause caused by attacks on the kingdom's tanker fleet during a flare-up in the U.S.-Iran conflict last month. Three very large crude carriers &mdash; Malaysia Prosperity, Algeria Prosperity and Singapore Prosperity &mdash; each loaded around two million barrels of crude at the Ras Tanura and Juaymah terminals between August 12 and 16, and shipping-data provider Kpler says six more supertankers could load from inside the strait before the month is out. Aramco has also offered Asian refiners Arab Medium and Arab Heavy crude cargoes for ship-to-ship transfers off Fujairah in the United Arab Emirates.
Why Loading "From Inside" Hormuz Matters The distinction matters because Saudi Arabia spent much of the past several months routing oil around the strait rather than through it &mdash; sending crude overland via the East-West pipeline to the Red Sea port of Yanbu, or arranging transfers outside the contested waterway. Hormuz remains the world's most important oil chokepoint: at its narrowest point it is only about 21 miles wide, yet roughly a fifth to a quarter of global seaborne oil trade, and a comparable share of liquefied natural gas, normally passes through it, with few viable alternative routes for that volume. Tankers actually loading at Gulf terminals like Ras Tanura signal that shippers see the direct route as viable again, and the extra barrels help ease a shortage of heavier crude grades used to refuel ships and produce diesel and gasoline. The resumption is only partial: Aramco's alternative Red Sea route through Yanbu has itself been squeezed by a blockade the Yemeni Houthi movement declared against Saudi shipping in mid-July, pushing Aramco to offer smaller volumes from Egypt's Sidi Kerir terminal instead.
Iran-U.S. Negotiations and the Naval Blockade The wider standoff over Hormuz is tied to unresolved negotiations between Washington and Tehran. The United States imposed a naval blockade on Iranian ports in April 2026 after talks in Islamabad collapsed, and U.S. Central Command reinstated it after a June 17 memorandum of understanding between the two countries fell apart in mid-July. As of August 17, CENTCOM said it had redirected 64 commercial vessels, disabled three and boarded two since the blockade resumed. Iran's parliament speaker and lead negotiator, Mohammad Bagher Ghalibaf, has said the strait will not reopen until Washington fulfills conditions tied to the June memorandum &mdash; chief among them, lifting the naval blockade of Iranian ports, along with lifting oil sanctions, releasing Iran's frozen assets abroad, and ending military threats and operations against Tehran and its regional allies. President Trump has said no talks with Iran are currently scheduled and has insisted the naval blockade "remains in full force," even while claiming the strait itself is open. Separately, Iran and Oman have been negotiating a new southern shipping route through the strait, with officials on both sides describing those talks as nearing completion &mdash; though Iranian officials stress that any Iran-Oman shipping arrangement would not by itself satisfy Tehran's broader conditions for a full reopening.
Market and Regional Security Implications The unresolved dispute continues to weigh on global energy markets. Oil prices have swung sharply on developments in the talks, and the International Energy Agency has warned that world oil stockpiles are being drawn down as traffic through Hormuz stays well below its pre-war level of roughly 20 million barrels a day. Maritime monitors have logged dozens of reports of vessel damage in and around the strait since the crisis began in late February, and the parallel Houthi blockade in the Red Sea has limited how much alternative routes can make up for lost Hormuz volume. That makes Saudi Arabia's return to direct Hormuz loadings a notable, but still fragile, sign of normalization rather than evidence that the underlying U.S.-Iran dispute has been resolved.

USA military mulls fleeing from Middle East after failed war with Iran
A War With Iran, But No Settled Verdict The United States and Israel opened joint strikes on Iran on February 28, 2026, in a campaign the Pentagon named Operation Epic Fury. The operation killed Supreme Leader Ali Khamenei and struck Iranian nuclear and military infrastructure, triggering Iranian missile and drone retaliation against Israel, Gulf states, and U.S. bases, with the heaviest fighting easing by around May 5. Related fighting along other regional fronts has continued at lower intensity since. Whether this amounts to a "failed war" isn't something credible reporting treats as settled fact. A Foreign Affairs opinion essay explicitly labeled it "the failed Iran war" and argued the fallout should push Washington toward withdrawing forces from the region, but that's one position in an active policy debate, not a verified conclusion. The Trump administration has instead pointed to Khamenei's death and damage to Iran's nuclear program as gains.
Pentagon Said to Be Weighing a Smaller Gulf Presence The Washington Post has reported that the extensive damage to American bases created what some officials describe as a "once-in-a-generation" opportunity for the Pentagon and U.S. Central Command to reconsider the scale of the U.S. presence in the Gulf, rather than simply rebuilding installations as they existed before the war. No formal decision or troop-reduction order has been made public, and the discussions have been described as early-stage planning rather than a finalized policy shift.
Iraq's Withdrawal Predates the War A separate process is unfolding in Iraq. U.S. forces there were already drawing down under a bilateral agreement reached in 2024, though Iran-aligned Iraqi groups have since demanded the full expulsion of all foreign forces from the country. The last American troops are scheduled to leave Iraq by September 30, 2026, ending a mission that once numbered more than 170,000 service members at its peak, and President Trump told Iraq's prime minister in July that "we don't think we need the military there anymore." That timeline traces back to a pre-war agreement, not a decision made in direct response to the conflict.
What's Still Uncertain Council on Foreign Relations analysts argue the war exposed structural vulnerabilities in how U.S. forces are clustered within range of Iranian missiles and have called for a more dispersed regional posture. Still, officials and analysts alike caution against reading a coordinated American retreat into these separate developments. Any reduction in Gulf basing would likely unfold gradually, shaped by reconstruction costs, regional threats, and the trajectory of talks with Iran.

Why Gulf Countries Now Want Iran Inside Their Security Framework
From Rivalry to Recalibration: Why Gulf States Are Rethinking Iran
For decades, the Gulf monarchies leaned almost entirely on Washington for security while treating Iran as the region's chief threat. That calculus first cracked after the 2019 Abqaiq attack showed the US wouldn't always respond, then shattered in February 2026, when a US-Israeli campaign against Iran drew missile and drone strikes on Saudi energy sites, US bases in Bahrain and Qatar, and Kuwaiti and Emirati infrastructure. Six months into that war, Qatar's prime minister called the conflict a "wake-up call," saying Gulf states and Iran must build a security framework together because Iran, as he put it, is a permanent neighbor. The rapprochement Saudi Arabia struck with Iran back in 2023, brokered by China, now looks less like an isolated deal and more like the opening move in a much broader recalibration that the war forced into the open.
What a Framework Could Look Like
Doha's proposal rests on four pillars: sovereignty, non-aggression, confidence-building and dialogue, sitting alongside existing alliances rather than replacing them outright. Analysts have floated ideas ranging from mutual nuclear inspections built on the Gulf states' own emerging civilian programs, to a standing consultative body linking the six GCC states with Iran, to hotlines and deconfliction channels modeled on the one Washington and Tehran quietly set up during the war. Iran's foreign minister has echoed the call for a regional mechanism, though with a pointed condition: it should come "without the presence or interference of any country from outside the region," a line Gulf capitals are unlikely to accept given how much they still depend on US airpower and interceptors. Investment is part of the picture too, with Gulf officials describing tens of billions of dollars in potential commercial ties meant to give Tehran an economic stake in calm rather than confrontation.
Key Drivers Behind the Shift
Several forces are pushing this along at once. The most immediate is sheer exposure: thousands of Iranian strikes hit GCC territory during the war, proving that hosting American bases makes a country a target rather than shielding it. Closely tied to that is a deepening doubt about Washington's reliability, a doubt that started with the muted US response to Abqaiq in 2019 and hardened further when American interceptor stocks ran short mid-war, leaving Gulf air defenses stretched thin. Economic self-interest matters just as much. Saudi Arabia, the UAE and Qatar have poured trillions of dollars into diversification plans like Vision 2030, Ras Al Khaimah's tourism push and Qatar's LNG expansion, and none of that ambition survives if the Strait of Hormuz keeps closing and reopening on Iran's terms, spooking investors and insurers alike.
Obstacles Still in the Way
None of this comes easily. Iran's missile and drone arsenal, its nuclear program, and its ties to armed groups like the Houthis remain core Gulf concerns that goodwill and communiques alone won't resolve. GCC states don't fully agree among themselves either: the UAE leaned toward deeper Israeli security cooperation during the war, Qatar pushed mediation and quiet diplomacy with Tehran, and Saudi Arabia hedged by deepening defense ties with Pakistan and Turkey, signing a mutual defense pact in Mecca in August. Regional institutions remain thin compared with the task at hand, past ceasefires have collapsed within weeks of being announced, and decades of mistrust built through proxy conflicts in Yemen, Syria and Lebanon won't dissolve simply because leaders have started using the word dialogue more often.
What It Could Mean for Regional Stability
If a framework takes hold, even a loose or partial one, it could lower the odds of miscalculation, keep the Strait of Hormuz open more reliably, and give Gulf states room to keep building their post-oil economies without the constant threat of another missile barrage. If it doesn't, the region risks lurching from one fragile truce to the next, much as it has for most of 2026, with energy infrastructure, desalination plants and shipping lanes as the recurring casualties. Either outcome matters well beyond the Gulf itself, since a fifth of the world's oil and a large share of its liquefied natural gas pass through those waters. What's changed is the premise: Gulf capitals are now openly arguing they can't simply rent their security from outside powers, and that alone marks a real break from the last fifty years, whatever ultimately becomes of the framework itself.

Why a Chaos-Free World Can't Wait
Three headlines, one question Within a single month, three stories put Washington and Moscow back at the center of global diplomacy. Each one hints at calm. None of them guarantees it.
The real question is simple. Do these developments move the world toward stability, or do they just change the shape of the uncertainty?
What's verified, and what's still a claim Start with Ukraine. On September 9, Trump told reporters he'd had a "great" call with Putin earlier that week and that the Russian leader wanted a deal to end the war in Ukraine. That's a verified statement. Whether it reflects Putin's intent is another matter. Intelligence officials in the U.S., Ukraine and across Europe still doubt Putin is seriously interested in ending the war.
Then diesel. On October 9, Trump said Russia would immediately supply more than 300,000 tons of diesel, followed by 500,000 tons in November and 1 million tons after that. He went further, claiming that diesel prices for Americans and the wider world would fall fast and in record amounts. Moscow echoed the global framing. Russian envoy Kirill Dmitriev wrote that Russia-US cooperation on diesel and energy will benefit the world. The announcement is real. The promised price effect is a forecast.
The Iran piece is the shakiest. The Kremlin's own statement on the October call said the two leaders discussed Iran and various aspects of bilateral relations. But I couldn't find official confirmation that Putin passed a specific Iranian peace message to Trump. Moscow has positioned itself as a go-between before. In April, Putin told Iran's foreign minister Russia would do everything it could to help secure Middle East peace. Treat the "relayed message" claim as reported, not proven.
Why calm is urgent now Look at the overlap. A war in Ukraine in its fifth year. A war involving Iran since February. Energy prices stretched to the limit.
U.S. diesel prices have doubled since the Iran war began in February. Diesel moves tractors, trucks and ships. When it spikes, food and freight costs follow, everywhere.
Chaos isn't abstract. It shows up at the pump and in the grocery bill.
Bilateral relations: a channel, not a settlement Regular leader-level calls between Washington and Moscow matter. Open lines lower the risk of miscalculation between nuclear powers. That's a genuine gain.
Still, a phone line isn't a peace treaty. The diesel deal also complicates America's own position. It came a month after Trump signed a sweeping sanctions law aimed at Russia's energy economy. Kyiv noticed. Zelensky called the deal a gift to Putin and accused him of chasing backroom deals to buy time.
So the regional picture is mixed. Better US-Russia contact could support talks on Ukraine and Iran. It could also unsettle allies who were counting on steady pressure.
Economics: cheaper fuel, shakier rules The short-term case is easy to see. Treasury issued a temporary license letting Russian diesel reach the global market. More supply should ease prices. The U.S. average was $6.23 a gallon on Friday, down from a record $6.52 in September.
The longer-term case is murkier. Investors price in predictability. Sanctions that tighten one month and loosen the next make energy markets harder to plan around. And supply may be thinner than the headline suggests, since the IEA says Russian diesel output has fallen by about 30%.
Relief now. Questions later.
Sustainable development: stability as infrastructure This is where a chaos-free world matters most, and gets discussed least.
Climate goals need long, boring stretches of stability. Building solar parks, grids and green industry takes capital that flees war zones and price shocks. When fuel turns into a crisis, governments reach for whatever barrel is closest, and the energy transition slides down the agenda.
Food security works the same way. Ukraine and Russia are major grain and fertilizer suppliers. Conflict near the Gulf threatens shipping lanes. Expensive diesel raises the cost of planting and moving harvests. The poorest import-dependent countries feel it first.
And the human toll compounds. Every month of war means more displacement, more damaged infrastructure, and aid budgets pulled away from development and into emergencies.
The bottom line None of these three stories delivers peace on its own. Two are documented statements whose outcomes remain uncertain. One remains an unconfirmed claim.
What they do show is that the world's major powers are talking. That's a starting point. A chaos-free world will depend on whether talk turns into verifiable ceasefires, stable rules for energy trade, and room for the slow work of sustainable growth.
