Climate risk, both physical and transition-related, is repricing assets. Global standard-setters have converged around a common baseline: the International Sustainability Standards Board (ISSB) issued IFRS S1 and S2 in 2023, and IOSCO endorsed these standards, calling on its 130 member jurisdictions to consider adopting them. Climate vulnerability makes the "E" dimension existential rather than aspirational for agriculture-dependent or coastal economies. Social equity issues &mdash; informal labour, gender gaps, and community rights &mdash; are often more acute and harder to capture in standard templates. Yet there is real opportunity: credible ESG frameworks can unlock concessional climate finance, sustainability-linked sovereign bonds, and preferential terms from development finance institutions. UNCTAD's ISAR programme and the World Bank's Sovereign ESG Data Portal both show that well-sequenced disclosure regimes can help developing economies leapfrog into higher-quality capital markets rather than simply importing costly frameworks wholesale.
Why Business Responsibility and Sustainability Guidelines Need Continuous Review
Guidelines drafted even three to five years ago can quickly fall behind. Global standards keep evolving &mdash; the ISSB is developing nature-related disclosure guidance, the IAASB has issued a new sustainability assurance standard (ISSA 5000), and major markets periodically revise their rules. Investor and rating-agency expectations shift as global baselines mature. Trade requirements, such as carbon-border and deforestation-related measures, add compliance layers for exporters. Reporting norms are maturing from voluntary disclosure to mandatory, KPI-based regimes &mdash; India's SEBI journey from the original Business Responsibility Report, to BRSR in 2021, to BRSR Core with assurance requirements from 2023, shows how a framework must be revisited repeatedly to stay workable and credible. Guidelines left unchanged create interoperability gaps with global baselines, raising compliance costs and undermining the comparability that gives ESG disclosure its value.
Practical Recommendations for Governments and Regulators
Institutionalise review through a standing technical committee with a fixed cycle (annual or biennial), rather than one-off circulars. Anchor guidance in a "global baseline plus local materiality" principle &mdash; build from ISSB and GRI standards, then add nationally material topics through stakeholder consultation. Apply proportionality &mdash; differentiate requirements by company size and listing status, following glide-path models such as BRSR Core's phased rollout from large-cap to smaller listed firms. Phase implementation &mdash; move from voluntary, to comply-or-explain, to mandatory disclosure, with clear, published timelines. Build assurance and data-quality infrastructure incrementally, starting with internal controls and limited assurance before requiring reasonable (external) assurance. Prioritise interoperability with ISSB, GRI, and other global frameworks to avoid duplicative reporting for cross-listed or export-oriented firms. Invest in capacity building for regulators, auditors, and preparers, drawing on UNCTAD-ISAR and IFRS Foundation partnership and capacity-building programmes. Digitise reporting (e.g., XBRL-based filing) to lower long-run compliance costs and strengthen regulatory oversight and enforcement. When deciding what to update, regulators can apply consistent criteria: materiality (does this inform real decisions), proportionality (do benefits justify costs by firm size), interoperability (does it align with global baselines), data readiness (can firms reliably produce and assure it), and stakeholder consultation before finalising changes.
Risks of Inaction &mdash; and Easing the Burden on Smaller Firms
Standing still carries real cost: capital may flow toward jurisdictions with more credible frameworks, borrowing costs can rise, exporters risk exclusion from supply chains as buyers impose their own ESG conditions, and countries may lose access to climate and sustainability-linked finance. At the same time, regulators should actively manage the burden on smaller firms rather than imposing one standard uniformly. Simplified "lite" reporting tracks, sector-specific templates, shared assurance providers, limited core-indicator sets, and free capacity-building tools from UNCTAD-ISAR and the IFRS Foundation can help smaller enterprises participate without being priced out of formal markets. Guidelines that evolve deliberately &mdash; anchored in materiality and proportionality &mdash; serve both investor confidence and inclusive domestic growth.

Climate Finance, Loss and Damage, and the Ocean: Connecting the Dots
What Climate Finance Covers, and Where Loss and Damage Fits In Climate finance is the umbrella term for money that flows toward two goals: cutting greenhouse gas emissions (mitigation) and helping people adapt to a warming world (adaptation). For years, most public and private climate funding sat in those two buckets. But a third category has gained ground: loss and damage, meaning finance for harm that has already happened and can't be avoided through adaptation alone, such as a coastline lost to rising seas or a fishing economy wiped out by a marine heatwave. The Fund for responding to Loss and Damage (FRLD), agreed at COP27 and formally launched at COP28, is the newest and most visible piece of this puzzle. It sits alongside development banks, bilateral aid, and private capital as one channel among many, but it is the first multilateral fund built specifically for damage that mitigation and adaptation failed to prevent.
Inside the Fund: Purpose, Progress, and Persistent Debates The FRLD's mandate is to help particularly vulnerable developing countries respond to economic and non-economic losses tied to climate change, from flood damage to the loss of cultural sites and livelihoods. The World Bank hosts the Fund as a financial intermediary and serves as trustee for an interim four-year period, while a 26-member Board split between developed and developing countries makes the funding decisions. The Philippines hosts both the Board and the Fund's independent secretariat. The Fund began disbursing under a start-up phase known as the Barbados Implementation Modalities, which set an initial allocation of USD 250 million in grant-based funding for 2025-2026, with at least half reserved for least developed countries and small island developing states. Even so, the gap between ambition and cash on hand remains wide. Wealthy nations have pledged around $822 million since the Fund's creation but delivered only about $449 million, and the Fund's own secretariat has warned it could exhaust its capital by the end of 2027 without fresh contributions. Debates continue over who should pay (fossil fuel levies and frequent-flyer taxes have both been floated), which countries qualify, how quickly money reaches affected communities, and how the World Bank's role squares with calls for a more independent, developing country-led institution.
Why ESG Investors and Companies Should Be Paying Attention For businesses and investors working through ESG frameworks, the Loss and Damage Fund is more than a policy footnote. It signals where physical climate risk is turning into financial and reputational liability. Companies with supply chains, assets, or customers in climate-exposed coastal regions face growing pressure to disclose exposure to extreme weather and slow-onset hazards such as sea-level rise, in line with frameworks like the Taskforce on Climate-related Financial Disclosures. The Fund also sharpens questions about corporate accountability and just transition: sectors with outsized historical emissions, including energy, shipping, and heavy industry, are increasingly asked whether their transition plans account for the loss and damage their operations have contributed to downstream. Investors assessing sovereign or infrastructure risk in vulnerable regions can treat the Fund's capitalization and disbursement pace as a live indicator of how exposed those economies really are, and how much support they could expect after a major climate shock.
The Ocean Link: Depleted Resources, Compounding Loss Ocean health is where climate impacts and loss and damage collide most directly for many coastal and island communities. Global biomass of marine animal communities and fisheries catch potential are projected to decline this century under every emissions scenario, with the steepest drops expected in the tropics, and fisheries could shrink by roughly a quarter under high-emissions pathways while nearly all coral reefs degrade even under low emissions. Ocean warming, acidification, oxygen loss, and shifting nutrient supplies are already changing where marine life lives, reducing the catch potential that coastal communities depend on for food and income. For small island developing states and tropical coastal nations, this is not an abstract trend but a direct hit to protein supply, export revenue, and cultural identity built around fishing and reefs. That is precisely the kind of slow-onset, cumulative harm the Loss and Damage Fund was designed to address, and exactly the kind of physical risk ESG disclosures are meant to capture: fisheries collapse, lost tourism revenue from bleached reefs, and rising insurance costs in coastal zones.
Where This Leaves Policy and Investment Decisions Climate finance, loss and damage, ESG disclosure, and ocean health are converging into a single story: the costs of a warming, acidifying ocean are landing hardest on communities least responsible for causing it, while the institutions meant to help are still being built out in real time. For companies and investors, tracking the Fund's replenishment cycles, eligibility rules, and early funded projects offers a useful, if imperfect, gauge of where climate-related financial and social risk is concentrating, particularly in ocean-dependent economies with the least capacity to absorb further loss.
