What's been achieved so far The shift followed about 18 months of incremental steps after Bashar al-Assad fled to Russia in December 2024 and al-Sharaa's transitional government took power. Washington lifted comprehensive sanctions and ended the Syria national emergency by executive order in June 2025, revoked HTS's Foreign Terrorist Organization status that July, eased export controls in September, and welcomed Syria into the Global Coalition to Defeat ISIS that November, when Trump also hosted al-Sharaa at the White House. The UN Security Council separately removed al-Sharaa from its own sanctions list around the same time. Congress rolled back the Caesar Act's sanctions framework in December 2025. Rubio cited Syrian government operations disrupting ISIS, al-Qaida, Hezbollah, and Iran-aligned networks, plus formal assurances from al-Sharaa, as grounds for the final rescission.
What's still disputed Human rights researchers paint a more complicated picture. Human Rights Watch, the U.S. Commission on International Religious Freedom, and members of Congress have documented sectarian violence against Alawite and Druze communities, including mass killings in March and July 2025 and continued attacks into 2026. Syria's transitional constitution concentrates significant power in the presidency, and the October 2025 elections drew criticism for limited representation of women, Christians, and some Kurdish and Druze areas. Washington still maintains targeted sanctions on Assad-era officials and rights abusers even after lifting the SST designation. In short, removing the "state sponsor" label is a specific, verifiable legal fact. Israel and Greece Sign Record $3.5 Billion Air Defense Deal Israel and Greece signed a landmark $3.5 billion (roughly &euro;3 billion) defense agreement on Monday, August 31, 2026, under which Israeli firms will design and build a complete multi-layered air defense system for Greece. Known as "Achilles Shield," the deal is, according to Israel's Defense Ministry, the largest defense export agreement ever signed between the two countries and one of the largest in Israel's history. It also marks the first time Israel has supplied another nation with a full integrated defense architecture covering threats from aircraft and drones to ballistic missiles. The agreement was signed at Israel's Defense Ministry headquarters by ministry Director General Amir Baram and his Greek counterpart, procurement chief Ioannis Bouras.
What the System Includes The package draws on several of Israel's most combat-tested platforms. Rafael Advanced Defense Systems will supply the David's Sling and SPYDER interceptor systems, while Israel Aerospace Industries (IAI) will provide the Barak MX system along with MMR multi-mission radars built by its ELTA Systems unit. Rafael will also develop a new national command-and-control system to tie Greece's air defenses together. David's Sling, notably, was used earlier this year to intercept Iranian missiles during Israel's war with Iran, and Greece becomes only the second country, after Finland, to acquire the system. Greece's own defense industry stands to benefit too. Athens says roughly $870 million of the deal's value will flow back into domestic firms, with 19 Greek companies already involved in production.
A Widening Partnership The agreement builds on defense cooperation that has deepened steadily between the two countries. Israeli Defense Minister Israel Katz described it as the first tangible outcome of talks he held with Greek Defense Minister Nikos Dendias during a January visit to Athens, which also touched on cyber defense, technology sharing, underwater drones, and joint exercises. Israel and Greece already run a joint air training center on Greek territory and hold annual military drills. Last year, Greece purchased 36 Israeli-made rocket artillery systems for about $739 million, a signal of the trust now underpinning this larger contract. Baram said the deal reflects "international confidence in Israeli technology" built up through years of real combat use, and added that large government-to-government contracts like this one help expand Israel's own production capacity and stockpiles.
Regional Pressures Behind the Deal The timing is not incidental. Greece spends close to 3.5% of its GDP on defense, well above many NATO members, largely because of its longstanding rivalry with Turkey. Athens has committed to spending around &euro;28 billion by 2036 to complete the Achilles Shield system, alongside separate plans to acquire up to 40 F-35 fighter jets from the United States and new frigates from France and Italy. Turkey, meanwhile, is pursuing its own roughly $6.5 billion "Steel Dome" air defense program. Some Israeli officials have framed the Greek deal explicitly in that context; Diaspora Affairs Minister Amichai Chikli called the strengthening Israel-Greece-Cyprus alignment a response to what he termed Turkish "neo-Ottoman aggression," a characterization not echoed in the Defense Ministry's own statements. Broader tension between Israel and Turkey over influence in Syria adds another layer to the backdrop.
Strategic Significance for Israel Beyond the dollar figure, the deal signals something about where Israel's defense exports are headed: full national-scale systems rather than individual components. For Greece, it locks in a long-term technological and industrial relationship with Israeli manufacturers at a moment when Athens is modernizing its military across the board. For Israel, it cements a foothold in a NATO member state in the eastern Mediterranean, a region where Jerusalem has steadily built ties with Athens, Nicosia, and other partners in recent years. How the "Achilles Shield" program unfolds over the coming decade, and whether it becomes a template for similar deals elsewhere, is likely to be watched closely by both defense analysts and rival suppliers.
