Rewriting the Playbook: Key Policy and Capability Changes The 2022 documents set two headline goals: acquiring "counterstrike capabilities" &mdash; the ability to strike missile-launch sites in an adversary's territory after an attack &mdash; and roughly doubling defense spending to 2% of GDP by fiscal year 2027. Tokyo has moved faster than planned. A December 2025 supplementary budget and a record FY2026 budget of roughly &yen;9 trillion (about $58 billion) &mdash; the country's highest postwar defense outlay &mdash; brought Japan to the 2% target nearly two years early, under Prime Minister Sanae Takaichi, who took office in October 2025 and has pushed to accelerate the buildup. Europe Wants Car Factories to Make Weapons. It's Not That Simple
Why Europe Is Suddenly Building So Many Weapons Since Russia's full-scale invasion of Ukraine in 2022, European governments have pushed defense budgets up fast, worried that Russia could rebuild its military faster than expected and that Washington might pull back from NATO commitments. Germany passed legislation freeing roughly &euro;1 trillion for defense spending, and the EU launched its ReArm Europe and SAFE programs, offering around &euro;800 billion in loans and guarantees so member states can buy weapons and expand production. The catch: Europe's arms industry doesn't have enough factory floor to turn that money into tanks, shells and drones quickly. That capacity gap is what's pushing officials and executives to look at a sector sitting on plenty of spare space &mdash; automaking.
Can a Car Plant Actually Build a Tank? Not easily, and rarely a whole one. Car factories are built for mass-producing near-identical vehicles on fast lines. Defense hardware is mostly low-volume and heavily customized, and it needs expertise the auto industry simply doesn't have &mdash; things like warheads, guidance systems and armor plating. Analysts interviewed by Breaking Defense say automakers are more likely to end up supplying "less critical" parts (launcher chassis, power generators, transport trucks) than building finished weapons systems themselves. Still, some plants have real advantages: heavy-duty cranes, high load-bearing floors, and metalworking skills that overlap with what armored vehicle production needs.
What's Actually Happening, Company by Company The most-cited case is Volkswagen's Osnabr&uuml;ck plant in Germany, which loses its main product, the T-Roc cabrio, in 2027. Rheinmetall's CEO has called the site "very suitable" for defense work, and talks over a possible sale stalled at one point. More recently, the Financial Times reported Volkswagen was in talks with Israel's Rafael to retool part of the plant for Iron Dome components &mdash; a report Volkswagen hasn't fully confirmed or denied; it says outright weapons production "remains ruled out." Elsewhere the picture is thinner. Renault is building drone airframes with startup Turgis Gaillard for the French military but insists it has "no intention of entering the weapons production sector." Finland's Valmet, whose contract car work for Mercedes and Porsche is winding down, is exploring military contracts instead. Norway's Kitron landed a roughly &euro;17 million order for armored-vehicle electronics. In Italy, Stellantis chairman John Elkann has publicly rejected government pressure to convert factories, saying his company's future isn't in defense; Italy's growth in this area is coming from existing players like Fincantieri and Leonardo instead.
How Big Is This, Really, and What Happens Next Some numbers help put the trend in perspective. Germany's automotive industry generated roughly &euro;536 billion in revenue in 2024, while its five largest defense companies combined brought in about &euro;30 billion, according to a German Council on Foreign Relations analyst. Defense contracts might soften the blow at specific struggling plants, but they aren't close to replacing car manufacturing as an industry. Researchers at the Stockholm International Peace Research Institute call the shift "still incipient" rather than established, and warn that converting civilian plants is technically and organizationally complex. No major European automaker has confirmed it will build complete tanks. What's actually confirmed is narrower: components, sub-systems, and unresolved negotiations over idle plants, several still undecided as of mid-2026. Whether this becomes a lasting industrial shift will likely hinge on how long elevated defense budgets last, and whether firms like Rheinmetall lock in the large, multi-year orders needed to justify retooling a car plant for good.
